Wiiliam L (Bill) Barringer was born in Raton NM and passed away April 25, 2025 in Albuquerque NM. He is survived by his loving wife Joy, son, Bill Barringer and wife Mona, daughter, Lynn Kymes and husband Gregory, grandkids Shayna and C.J. , step children, Donny, Patsy, Cindy, and their families.
Bill graduated high school in Raton, NM and college with a Bachelors Degree in Universal Studies, Masters Degree in Civil Engineering from the University of New Mexico with Postgraduate courses in Infrastructure Surety.
Bill was a Registered Professional Engineer and founded the New Mexico Chapter of the American Concrete Institute receiving honorary recognition title of ‘Fellow’ for contributions he made to the concrete industry and Concrete Institute. He served as the 1st president of ACI totaling three terms, Vice President, Secretary/Treasurer, Director and the Executive Director. He was the certified Examiner for the ACI Certification Program. Bill received multiple awards with ACI: Chapter Activities Award, Certification Award and was a member of three ACI Committees including Specifications Review Committee, ACI-214 (evaluation) and ACI-211 (design).
Bill delivered “The Necessity of Experience in Concrete Design” paper at ACI convention in Dallas Texas. He published a paper, ASTM Volume 21, 1999, “Testing Methods for Quicker Acceptance of Concrete Mixtures”. He was recognized for Outstanding Conduct of Research by the New Mexico DOT.
In addition to work experience with American Concrete Industry, he was also a Research Engineer NMDOT, Quality Control Engineer for Albuquerque Gravel Products.
Other accomplishments Bill was proud to be involved with were: member of De Molay, Life Loyal Member of Signa Chi Fraternity with Semi-century Sig, Military Service Award, Life Scout rank with the Boy Scouts of America, Red Cross Senior Life Savings – having prevented 36 persons from drowning.
Bill was especially proud of his service in the United States Marine Corps and honorably discharged with the rank of Sergeant.
Bill and Joy, (who he always referred to as his ‘True Love’) made many trips to Hawaii, his favorite place to be. He and Joy always had Cocker Spaniels which he cherished and also adopted 5 rescue dogs he dearly loved. He was an avid golfer and loved to shoot the breeze with his golf buddies.
